Bein Start Fehlermeldung: Konfigurationssystem konnte nicht initialisiert werden

Hallo,
ich nutze das Programm seit einigen Monaten und es hat bisher auch alles wunderbar funktioniert.
Windows 8.1
Seit einigen Tagen bekomme ich beim Start nun die unten reinkopierte Fehlermeldung:
(Hab das Programm über die Deinstallation mehrfach neu installiert - keine Verbesserung.)

Was muss ich tun, damit es wieder läuft?
